Accommodation arranged by an agency can make it easier to move to the Netherlands quickly. Before making a decision, however, it is worth carefully checking the cost, standard and rules for terminating the tenancy. Before you travel, ask for a separate accommodation agreement and a full list of charges.

Employment and accommodation are two separate commitments

If an employer or agency arranges accommodation for a migrant worker, the accommodation conditions should be set out in a separate tenancy agreement. The document should specify, among other things, the amount of the charges and the rules that apply after employment ends. This ensures that the tenancy conditions are not hidden within the general provisions of the employment contract.

Ask for the document in a language you understand. Dutch good landlordship regulations impose information obligations on landlords, and municipalities operate reporting points where irregularities can be reported. Do not hand over your passport or ID card as “security” for the keys.

The address matters. Ask whether you can register at the stated address if your situation requires registration in the BRP. Simply living at a particular property does not automatically mean that registration will be possible.

How much does employee accommodation cost?

There is no single rate that applies throughout the Netherlands. The cost depends, among other things, on the region, type of property, number of residents, furnishings and whether utilities are included in the price. Before travelling, ask for the cost per week or per month and for precise information about what is included in the stated amount.

Basic rent

This is the charge for using a room or a place in the accommodation. Check whether the stated price applies to one person or to the entire room.

Utilities and services

Electricity, gas, water, internet, waste collection, laundry, cleaning of shared areas or the use of equipment may be included in the price or charged separately.

Deposit

If a deposit is required, the agreement should specify its amount, the conditions for its return and any possible deductions related to actual damage.

Transport

Transport to work is not always included in the cost of accommodation. Find out separately how much it costs to use a van, bicycle or car and what rules apply.

Deductions from wages. If accommodation charges are deducted from your wages, they should be shown on your payslip (loonstrook). Deductions from wages are subject to restrictions and, in the case of accommodation costs, usually require written authorisation and compliance with specific conditions. Simply signing a general employment contract does not necessarily mean that you have agreed to every future amount.
Check the cost even if you work fewer hours. A fixed accommodation charge may still apply even if you work fewer hours in a particular week. Ask whether the agency guarantees a certain number of hours or a certain income and how accommodation is charged during holidays, illness and periods when no work is available.

What should you check regarding accommodation standards?

Before accepting accommodation, check:

  • the full address and type of property,
  • the number of people in the room and in the entire property,
  • access to your own bed, mattress and storage space,
  • whether the room can be locked and how keys are issued,
  • the number of bathrooms and toilets in relation to the number of residents,
  • access to a kitchen, refrigerator and basic equipment,
  • heating, ventilation and hot water,
  • smoke detectors, escape routes and a fire extinguisher,
  • internet access and facilities for washing and drying clothes,
  • the distance to the workplace and the actual commuting time,
  • rules concerning visitors, quiet hours and cleaning,
  • contact details for the property manager in case of a breakdown or emergency.

It is also worth asking whether the property complies with a recognised industry standard, such as SNF, and whether its certificate can be verified. Such a document does not, however, replace checking the conditions yourself. Inspect the accommodation, report any defects you notice and keep all correspondence concerning their repair.

Privacy and access to your room

House rules do not give the property manager an unrestricted right to enter a resident’s private space. Rules concerning inspections, repairs and emergencies should be clearly defined and applied with respect for the tenant’s rights.

If you share a room with another person, also agree on rules for storing valuable belongings.

Moving into accommodation step by step

  1. Compare the address with the offer.
    If you are assigned different accommodation from what was previously agreed, ask for up-to-date information about the cost, number of residents and transport to work before accepting the keys.
  2. Read the agreement and house rules.
    Check the payment date, deposit amount, rules concerning liability for damage, notice period, smoking restrictions, cleaning responsibilities and the procedure for returning the keys.
  3. Prepare an inspection report.
    Take photos of the room, furniture, walls, equipment and meter readings. Report all existing damage in writing on the same day.
  4. Check safety matters.
    Find out where the emergency exits, smoke detectors and fire safety equipment are located. Also save the contact number of the person responsible for responding in the event of a breakdown or emergency.
  5. Keep your own copies of the documents.
    Store the signed agreement, inspection report, photos, confirmation of the deposit payment and house rules outside the company or agency app.

What happens to your accommodation when your job ends?

The end of your employment may mean that you have to move out, but the rules should be known in advance. A separate accommodation agreement should specify when and how the accommodation arrangement ends.

In particular, check the notice period, whether you can remain in the accommodation for a transitional period, the cost of such a stay and the rules for returning the deposit.

Before moving out:

  • give notice in the required form and keep confirmation,
  • agree on a date for the accommodation inspection and return of the keys,
  • take photos documenting the condition of the property when you move out,
  • provide the address and bank account number required for the return of the deposit,
  • ask for a written breakdown of any amount deducted for damage or other charges.

If you are at risk of suddenly losing your accommodation, contact your municipality’s tenant support point or Work in NL. In the event of a dispute, factors such as the type of agreement, the status of the property and the exact reason for terminating the tenancy may be relevant.

Is accommodation provided by the agency mandatory?

This depends on the specific job offer and the terms of cooperation. Ask whether you can arrange your own accommodation and how this will affect transport and your ability to start work. Do not give up assigned accommodation without first checking the notice period.

Can I live with my partner?

This may be possible, but it depends on availability, the type of room and the property’s house rules. It is best to mention this requirement during the recruitment process. A verbal assurance does not guarantee that you will share a room.

Can the agency deduct rent from my wages?

Deductions may be made if certain conditions are met and should be clearly shown. Ask for written authorisation, an accommodation agreement and a separate entry for this charge on your payslip (loonstrook).

What should I do if the accommodation has serious defects?

Report the problem to the property manager in writing, attach photos and set a reasonable deadline for repair. If the defect poses a safety risk, contact the municipality. Every municipality operates a reporting point where improper landlord practices can be reported.

Can I register at agency-provided accommodation?

You should not assume that registration will be possible at every property. Whether registration is possible or required depends on the address, type of accommodation, length of stay and the rules applicable in the relevant municipality.
